It is worth having for three plain reasons

Capped points are not connected points

Builders commonly rough in and cap a point for a future barbecue or outdoor kitchen without commissioning it.

It looks finished and it is not. Connecting and certifying it is small work, but it is work, and better known before you need it.

No certificate does not mean bad work

Paperwork genuinely goes missing, and a missing document is not evidence of a defect.

What it does mean is that you have no record the installation was tested, and that gap is worth closing.

And it is your evidence that the installation was done by somebody licensed and was actually tested, which on a fast-moving construction site is not a trivial assurance. It costs nothing and it is easier to obtain now than in ten years.

What if the builder cannot produce it?

Then it is worth knowing that, and it is a reasonable thing to raise. It does not necessarily mean anything was done wrongly, and paperwork genuinely does go missing. But it does mean you have no record that the installation was tested. We can inspect and test the existing gas work and issue our own certificate covering what we tested, which is not the same document but does give you a current record.

Can you connect a cooktop or a heater in a new house?

Yes, and by law it must be a licensed gas fitter. We connect cooktops, ovens, heaters, bayonets and outdoor points, test the work and issue the compliance certificate on completion. One thing worth checking first in a new home is whether the point you want to use was actually connected and commissioned, because capped points left for future use are common and they are not the same as live ones.

Is the gas point on my alfresco actually connected?

Frequently not, and it catches people out. Builders often rough in and cap a point for a future barbecue or outdoor kitchen without commissioning it, which is entirely legitimate and rarely explained at handover. A capped point looks finished. Connecting and certifying it is a small job, but it is a job, and it is better to know before the guests arrive.
